Alişan Çapan   Özet: Bu makalenin amacı Inter- Amerikan İnsan Hakları Sisteminin güncel durumun analiz etmek ve kendisine özgü sorunsallarını formüle etmeye çalışmaktır. Bu bağlamda, elinizdeki çalışma, odağına Inter Amerikan Sistemin bölgedeki insan haklarını geliştirme misyonunu hangi araçlarla yerine getirebileceği sorununu alır. Latin Amerika’da ortaya çıkan yeni insan hakları gerçekli(ği)kleri koruma mekanizmalarının, söz konusu sistemin normatif temellerini değiştirmeksizin yeniden tanımlanmasını zorunlu kılmaktadır. In this respect the main focus of the present article is to find out by which means the Inter – American System can fulfill its mission of promoting human rights in the region. The new human rights reality(ies) emerging in Latin America enforces redefinition of the protection mechanisms without moderating the normative foundations of the Inter – American Human Rights System.
